About Speaker : Anurag Gumber is an Assistant Professor in Climate Infrastructure & Finance at the Hong Kong University of Science and Technology (Carbon Neutrality & Climate Change Thrust). He obtained his Ph.D. in climate policy and finance from ETH Zurich in 2024. He researches at the intersection of technology innovation, asset finance, and infrastructure development. His research investigates how low-carbon energy technologies mature from a financing point of view, how financial actors such as banks and institutional investors can increase investments to low-carbon projects, and how the development processes for building such low-carbon projects can be derisked. Prior to obtaining his Ph.D., Anurag worked in industry for over seven years advising several governments, development banks and infrastructure investors. He holds a Master’s degree in Public Administration from Harvard University, a Bachelor’s degree from Birla Institute of Technology & Science Pilani, and the CFA designation.

Abstract

Net-zero pathways to mitigate the effects of climate change require substantial finance and mass development of low carbon technology infrastructure assets. While aspects of innovation finance and infrastructure finance, along with their policy-driven approach, are well examined independently, the concurrence of innovation, finance, and mass development is unparalleled. As a result, policymakers must guide investments into innovative technologies beyond early stages until social goals of decarbonization are met. This requires not to merely subsidize projects for feasibility sake, but to create a substantive and diverse financial system surrounding low-carbon technologies. In this workshop, we will dive into two main frameworks in transitions literature, namely Technology Innovation Systems (TIS), and Multi-level Perspective (MLP) that provide analytical constructs for analyzing such financial development. Accordingly, we will discuss the growth of key technologies globally and endeavor to apply these frameworks on India’s industrial-climate policy.

Please note that this workshop is geared towards PhD candidates or those interested in pursuing research. Majority of the workshop will be a discussion on the theoretical frameworks followed with some time for discussion on India’ industrial-climate policy and possible research directions. Attendees will be required to read key papers shared by the presenter 1 week prior to the workshop.
